Background
Oxfam envisions a just world without poverty, where all individuals can influence decisions that affect their lives and enjoy their rights equally. In the Pacific region, Oxfam collaborates with local partners to empower communities, particularly marginalized and impoverished groups. Our efforts focus on promoting gender justice in economic, social, and political spheres, essential for achieving our vision.
The Eliminating Family and Community Violence (EFCV) Project addresses the critical issue of violence against women and girls (VAWG) in Papua New Guinea, where two-thirds of women experience physical or sexual abuse. The project, funded through the Department of Foreign Affairs and Trade (DFAT), aims to create a society free from violence, where rights are respected.
Project Goals
The EFCV Project operates across four strategic pillars:
1. Civil Society Organizations (CSOs) Capacity Strengthening
2. Primary Violence Prevention
3. Crisis Service and Referral Systems Strengthening
4. Advocacy and Influencing
Purpose of the Evaluation
We seek an external consultant to conduct an end-of-project evaluation to assess the EFCV Project’s effectiveness and impact. The Evaluation will focus on:
· Achievements against established goals and objectives
· Community impact, including behavior changes and policy contributions
· Lessons learned to inform future initiatives
Scope of Work
The Evaluation will include:
· Document reviews of project reports and relevant literature
· Primary data collection through participatory methods, including focus group discussions
· Analysis of both quantitative and qualitative data
Skills and Experience Required
· A minimum Bachelor’s degree in Gender studies, Social Science, or a related field
· At least two years of experience in gender issues, particularly with NGOs or CSOs
· Proven track record in evaluating long-term development initiatives rlated to gender-based violence
· Strong analytical skills and experience in participatory research methods
· Excellent interpersonal and facilitation skills
Submission Guidelines

1. A statement (up to 7 pages) demonstrating understanding and suitability for the assignment
2. Proposed approach, draft work plan, and timeline.
3. Detailed budget, including all relevant costs.
4. CVs of the consultants and examples of relevant work
Key Deliverables
· Inception Report outlining the evaluation plan.
· Draft evaluation report, including case studies and a summary
· Final evaluation report with recommendations and lessons learned.
